Northern Ireland's £100 Oil Card Tests Whether You Qualified in April, Not Whether You Qualify Now
Around 340,000 households are in scope, and the test is not the one a household would naturally apply to itself. Eligibility rests on having met a benefit or income test on a single day in one of two qualifying months — and the second of those months has not happened yet.

The Home Heating Oil Support Scheme opened for applications in Northern Ireland on 9 September 2026 and closes on 31 March 2027. It pays a one-off £100 digital pre-paid card, spendable only with heating oil suppliers in Northern Ireland, and the Department for Communities expects it to reach around 340,000 households.
That is a large share of the country. Roughly two thirds of Northern Ireland homes heat with oil, which makes this the most broadly eligible live grant in the nation — and the one with the rule most likely to be misread.
The test is about April, not about today
The scheme does not ask whether you are on a qualifying benefit now. It asks whether you were, on at least one day inside a qualifying period. There are two of them:
- any day between Wednesday 1 April and Thursday 30 April 2026
- any day between Sunday 1 November and Monday 30 November 2026
The Department’s own FAQs answer the obvious follow-up directly: “No, you only need to be eligible for at least one day in either of the qualifying periods.”
So a household whose circumstances changed in May — a benefit ended, a partner went back to work — may still be in scope on the April test. And a household that does not qualify today may come into scope in November. Neither of those readings is available to someone who checks their situation against this morning and stops there.
What the test actually is
On a qualifying day you needed to be resident in Northern Ireland, using home heating oil as your main heating source, and either:
- getting a qualifying income-related benefit or a disability benefit, or
- a single person or part of a couple — pensioners included — with a net annual income below £30,000 after tax, national insurance or pension contributions
The word doing the work there is net. nidirect states the threshold after deductions, and a household reading £30,000 as a gross figure will rule itself out at an income that qualifies.
Nothing arrives unless you apply
Winter fuel support elsewhere in the United Kingdom has trained households to expect otherwise, and this scheme does not work that way. nidirect is unambiguous: “You must make an application as awards for the home heating oil support scheme will not be made automatically.”
Being on a qualifying benefit does not put a card in the post. There are three routes, all direct to the Department for Communities with no intermediary and no referral: the online service on nidirect, the oil scheme helpline on 0800 072 0266 between 9.00 am and 4.00 pm Monday to Friday, and the Jobs and Benefits office network for anyone who needs help with the form.
If someone offers to make the application on your behalf for a fee, they are charging for something the Department does for nothing.
There is no queue to beat, but there is a date
The Department’s FAQs rule out first-come-first-served allocation: “Everyone who meets the eligibility criteria and makes an application will receive a card, subject to the one digital pre-paid card per residential address or qualifying person/couple restriction.”
So the scarcity story is the wrong one. The deadline is the real one — 31 March 2027 — and one card is issued per address or per qualifying person or couple.
One mechanical detail is easy to lose and costs money when it goes wrong: the card must be spent in full by its expiry, which runs to the end of the month following the date it is activated, and a partly spent card is not re-issued. There is no advantage to activating it before you are ready to place an oil order.
The question nobody has answered
If you did not qualify in April but expect to qualify in November, the scheme covers you — that is what the second qualifying period is for. What no published source states is whether you can apply now, whether you have to wait until November, or what the Department does with an early application.
It is not in the scheme article, it is not in the FAQs, and it is not on either nidirect page. Rather than guess at it: the helpline on 0800 072 0266 is the place to settle it, and the call is better made before November than after.
Where it sits against the rest
The oil card is not an energy efficiency grant and does not compete with one. It helps pay for the fuel; it does nothing to the house. Northern Ireland’s routes for measures remain the Affordable Warmth Scheme and NISEP, and neither ECO4 nor the Boiler Upgrade Scheme has ever run in Northern Ireland — ECO4 covers England, Scotland and Wales, and the Boiler Upgrade Scheme England and Wales only.
Applying for the oil card does not affect either of those, and it is not the Winter Fuel Payment, which has its own rules.
Every figure, date and quotation above is taken from the Department for Communities’ scheme article and FAQs and from nidirect, read on 20 September 2026. Scheme rules change; confirm the current position at the official source before you apply.
